Beat butter and brown sugar in a bowl until fluffy. Sift together flour, baking soda and salt and stir into butter and sugar mixture. Add oats and blend thoroughly. Press 2/3 of mixture over bottom of a greased 9×9 inch baking pan. Spread honey evenly over bottom crust. Sprinkle with remaining 1/3 crumb mixture, patting lightly onto filling. Bake 30 minutes in a pre-heated 350 degree oven or until lightly browned. Cut into bars while slightly warm. Enjoy a very moist and chewy cookie.
